2 year old won't stay in bed, help!

I have a 2 year old who I have to put to bed atleast a dozen times before he finally calms down and goes to sleep at nap time and bed time. He gets his naps during the day so I know he's not getting overtired. He just refuses to stay in bed. He tries to sleep in my bed, his sister's bed, and his brother's bed. He plays around with my 3 year old while he is trying to get to sleep (believe it or not). He get so hyper right before it's time to lay down. We read stories and try to keep things calm, but nothing works. Any advice would be great!

this may not be the best thing to do but ijust put a baby gate on his door and then when he gets tired he just goes and lays down when he is ready. he goes tobed at10 so at 9 i put him in his room put a movie in and by 10 he is asleep in his bed
