It's going to depend on a lot of things, one of which is the cause of your irregular periods. Since you're young, you shouldn't have too much trouble conceiving in 3 years. I was 25 when I had by first baby, I'm now 28 and pregnant with our third. But, you best bet is to see your doctor. He or she can run tests to figure out why you have irregular periods, can possibly give you ways to get your cycle regular, and can run other tests to measure you fertility.
I don't think there would be any problem having kids in three years unless you have something that causes infertility. I have irregular periods, but if I wanna have a baby I get put on birth control, then after they get regular I stop taking it then I can get pregnant so don't worry its probably fine.
