Ideas for a 3 year old birthday party?

My daughter is turning 3 in a few weeks, and I'm in the pre-planning steps for an awesome party. I'm a stay at home mom and new to the area, so she doesn't have many friends. (She has 1.) She loves making friends, though, and being social. I need ideas for a party that will be special and fun for her. Thanks!

A cheap, cute and fun idea I've heard recently is a cupcake decorating party (you make the cupcakes ahead of time, and let the kids decorate the cupcakes as they wish).  Might be a little messy, but the kids will have a great time and the materials are relatively easy to get, cheap and edible! And, I was told the mom bought cupcake boxes labeled as a thank-you and they got to take one home instead of a goodie bag!  Have fun and happy birthday to your sweetie!  =)
