Pooping in the potty

The little girl I am babysitting for is 3 years old and is "potty trained." She tells me when she has to pee, and doesn't have any accidents...However, she still poops her panties. I've tried a diaper or just putting a pull up on her; and she poops in both of them. So now I'm trying no panties or diaper. She also poops her pants when she is with her parents...so it's not just here. Is there any tried and true ideas on how to prevent this?

I went through this with my oldest daughter when she was about 2 1/2. We tried absolutely everything and the only thing that worked was giving her a small lollipop every time she went on the toilet. After the first one she never had an accident. We used DumDum pops, and are now using organic lollipops from Trader Joe's.

My stepson ben is almost 2 and is semi-trained, he comes over on tuesdays and thursdays. He doesn't poop or pee on himself unless he is doing something so he doesn't let us know. When he was first potty training h would poop on himself and pee in the potty, we started using candy and he would get 1 for pee and 2 for poo.
