Which Is the Most Educated Country in the World?

The U.S. does not boast the most educated population according to the Organization for Economic Cooperation and Development’s (OECD) Education at a Glance 2012 report.
Canada does.
Here's the breakdown, as reported by NBC and 24/7 Wall St of the countries with the most educated adult population, in other words, having a college degree or it's equivalent.
1. Canada
2. Israel
3. Japan
4. United States
5. New Zealand
6. South Korea
7. United Kingdom
8. Finland
9. Australia
10. Ireland
Not surprisingly, the report found a correlation between the money spent on education and that country's educated population. Not only that, unemployment was much less for the educated adults than the adults without a college degree.
But I'm surprised that Israel and Japan beat the U.S. Does that surprise you, too? Comment here .

Georgetown University's School of Continuing Studies serves as educational provider for Mom Congress, and works closely with Parenting to develop the academic aspects of the program for moms. The School of Continuing Studies has created learning opportunities and special courses in education and parenting specifically for Mom Congress members.
Georgetown University's School of Continuing Studies, the Mom Congress educational provider, will offer scholarships for non-credit courses to up to 10 outstanding mom advocates per semester.
