3 1/2 year old boy refusing to use potty

My son is now 3 1/2 yrs old. We started potty training about 6mos ago & he was doing very well. It got to the point where he had (almost) no accidents & only needed a pull-up at night. then his brother was born and he went back to peeing in his pull-ups only. We expected this and backed off for a little while while he adjusted to the new baby. We recently started again and I'm doing it the same way as before, as it worked for him and us.However, this time he refuses to go. I will get the cues and we will go to the toilet. He will sit there for a little while and not go. He doesn't get upset or fight it, he just won't go. as soon as we get back out to the living room he will ask for a diaper. When i tell him no he will look straight at me, pick a piece of furniture and pee. He's knows what he suppose to do as he has done it before. I don't know what to do. He is just being defiant. he never gets upset, just refuses to pee in the toilet.
