Can I still get pregnant?

I am 25 years old and I have had 2 LEEP procedures due to dysplasia in my cervix. My second procedure I had a lot of complications with and it was 4 months until I started having regular and normal periods. Can I still get pregnant?

This is a better question for your doctor.  There are usually a lot of factors at play in medical situations like this, and your doctor will understand your specific situation better than anyone on the internet could.  Talk to your doctor the next time you see him or her, or if you don't want to wait that long, give them a call.  Most doctors don't mind questions like this, and considering the procedure, this is a perfectly reasonable thing to ask.
Schedule an appointment with your doctor. Only he or she can give you the answers you're looking for. In fact, these are questions that your doctor should have answered or you should have asked at your follow up appointments after your procedures.
