It is more common when you are pregnant during the last few months, but can happen any time. Usually it is water retention or too much of no movement or circulation to the area (bedrest or very low movement). Try to stay away from salt or high sodium food for a couple days, elevate your feet, take small walks every hour for circulation and get enough rest. If those don't help or it seems to get worse or you develope pain, contact your physician and make sure it isn't something else. Good luck!
