How to accommodate 2 to a room?

As a single mom with a conscience I am always looking for ways to show my daughter how we can be civic minded, even with the little we have. Our latest adventure is to become certified to provide short term foster care to another little girl, who will likely be age five to ten years. The challenge I am currently facing is how to divide my ten-year old's small, rectangular bedroom, (9' x 11' in size, with three doors, & a window, one on each wall) into a space two can share. I need to accommodate two beds, two dressers, and have space for each to feel this is her home, not just a place where everything has to be shared. Add to this a very tight budget. Helpful suggestions would be appreciated!
