why is no not good enough?

when i tell my 3 year old no he just doesnt think it aplies to him

He is 3 - it's the age where kids question everything, especially parental limits.  Our son is the same way!  Stick to your firm "no", and maybe in simple terms explain the reason behind the "no" (it's not safe!  it's not the time for that now!, etc)  Sometimes they are just trying to figure out the why's of everything.  Good luck! :-)
